Integrates the Linux download/launch and polish work (#2909, #2915) so this branch can target main after #2916. Conflict resolution keeps both sides: latency timing marks are reapplied on the Linux-shaped runtime blocks, install-options timing coexists with the Linux Winetricks entry point, and the repacks modal keeps latency's removal of the install-options prefetch while using Linux's installationAvailable. Semantic fixes: an accepted Epic preparation that fails during Linux's startup cleanup (which parks the record as paused) still reaches the runtime error handler and advances the queue, and the Linux tests prepare and persist the workspace before writing installed.json, matching the lazy preparation introduced here.
